What is TOAS?

TOAS, the Transportation Observability Action System, is the observability and action layer that sits above the TMS. It makes agent work visible to leadership in real time and executes against the strategy an operation sets. Where a TMS records what happened, TOAS does the work and shows it being done.

TOAS — agent work made visible to leadership in real time

Freight built systems that record. It never built the system that acts.

For twenty years, logistics software was designed to record and surface: store the load, show the dashboard, leave the decision and the action to a person. That model worked when the only thing software could do was record. AI changed what software can do. TOAS is the layer that closes the gap between knowing and doing: it observes the operation, acts on it inside the guardrails you set, and reports the outcome back to leadership while it happens.

TMS · RECORDS

Static. Waits for a human.

TOAS · OBSERVES & ACTS

Live. Does the work, reports it.

LAYER 4

Human oversight

People set strategy and handle the edge cases. The operator owns the outcome.

LAYER 3

The AI workforce

Agents that execute the work: sourcing, outreach, negotiation, verification, tracking.

LAYER 2

Semantic layer

The operational memory. It gives every agent the same understanding of the business, the same priorities, and the same guardrails. This is where the Carrier Context Graph lives.

LAYER 1

System of record

Your TMS stays as the foundation. It holds the load, the contract, the history.

Observability runs through all four layers, so leadership can act on a coverage failure before it becomes a rolled load.

The TMS is the system of record. TOAS is the system of action.

The TMS is the system of record. TOAS is the system of action.

TMS

Records the load.

Shows you a dashboard.

Waits for a human.

Where work is stored.

TOAS

Sources, negotiates, and books it.

Acts on what the dashboard would have told you.

Executes inside guardrails and escalates the exceptions.

Where work gets done.

TOAS does not replace your TMS. It sits above it and does the work the TMS was never built to do.

Observability makes it trustworthy. Action makes it valuable.

Observability

Real-time visibility into what the agents are doing, why, and with what result. Leadership is never guessing what the AI did.

Action

The work actually gets done. Carriers sourced, rates negotiated, compliance verified, loads tracked. Not recommended. Done.

Freight brokerages, BPOs, the Load Control Centers inside Fortune 1000 shippers, and LSPs and 3PLs all run the same workflow and hit the same wall: the system of record cannot do the work. TOAS is the layer that does.
